The certificates to be endorsed on the part II Order are---
i. The officer fulfills the requisite qualifications for the grant of acting promotion
ii. The Officer has carried out the duties of the higher acting appointment exclusively and satisfactorily for 21 consecutive days.(This certificate need not be included for promotions after 01.09.08)
iii. No other Officer senior to him and eligible for promotion has been superseded in the unit I by this promotion.
iv. The promotion has been made against the authorized establishment to fill up the existing vacancy .The date and nature of appointment shown in the Strength Return (IAFF-3008) conforms to the Part II Order
v. The Officer is not on special/adverse/review report and is not involved currently in a disciplinary case.
vi. The officer has been promoted under relaxed conditions in terms of AO 329/69 and is serving in concessional area and is in receipt of Field allce.

In case of Promotions to the rank of Lt Col and above, as promotion under relaxed conditions is not admissible, Clause vi above is not required. However the following certificate is to be added as clause vi
vii. The promotion has been approved by the competent authority vide IHQ letter no---- dt----.( copy attached)
Units may also ensure that---
a.) Part II orders are endorsed with all the certificates as prescribed above.
b.) The Strength Return of the unit for the month in which the promotion has been granted reflects the acting and is forwarded in time so as to reach along with the Part II order, other acting promotion gets rejected.
c.) Brigade Commander’s sanction is enclosed / Part II order is counter signed by Bde. Cdr. ,in cases of promotion under AO 329/69.
d.) Part II order for field allce has been accepted/ also sent along with the promotion Part II Order so that the field status of unit is confirmed, for promotions under AO 329/69.
e.) The sanction of IHQ is enclosed for grant of promotion to the rank of Lt Col and above.
In case of any of the above requirements not being fulfilled the Part II Order will not be adjusted.
