Rates
Technical Allowance is admissible to
technically qualified officers as under:-
1) To officers who possess any of the
qualification listed in AHQ letter No. A/63088/GS/MT-10(1) dated
26-11-2001 at the rates given below:
2) Technical Allowance is admissible
w.e.f. 1-8-97 or from the date of acquisition of the qualification
whichever is later.
3) Technical Allowance is admissible
for a maximum of one course from each Tier.
4) The maximum amount of Technical
Allowance will not exceed Rs. 5000/- p.m.
5) Technical graduates who have been
granted antedate of seniority are not eligible for Technical Allowance for
a qualification which made them eligible for commission as a Technical
Graduate. However, as per AHQ letter dated 7.7.2003, Tech. graduates are
entitled to Tech. Allowance Tier I on completion of YO's course or
equivalent.
6) Technical Allowance Tier II will be
admissible only to those who have acquired qualification given for Tier I
prior to their eligibility to Technical allowance Tier II. Technical Allce Tier II is admissible only to eligible officers of the rank of Capt. and above.
7) If a course is listed both for
Technical Allowance and Qualification Grant, the officer shall have the
option to choose for Technical allowance or Qualification Grant. Option
once exercised cannot be revoked. Technical Allowance and Qualification Grant are not admissible concurrently.
8) Technical Allowance
is not admissible to AEC officers. 9)
Technical Allowance is not admissible for MSc (Def Studies)/MMS,M.Phil
etc., granted for attending DSCC/LDMC/HC/NDC and OAME courses.
Procedure for claiming
Technical Allowance
1) All officers will forward their claim to CDA(O)
in the proforma prescribed by AHQ in Circular dt. 8-5-2002 together with
photostat copies of certificates in respect of civil qualification and or
Part II Order or course report in respect of service qualification duly
countersigned by Commanding Officer. In case CO is not satisfied by the
documents produced by the officer, the claim will be countersigned by the
parent Dte at AHQ.
2) Re-employed officers will forward their claim
together with a certificate from the CO that they are employed on
Technical/Maintenance duty.
3) Claims will be preferred by all affected officers
including those who are already in receipt of Technical Pay.

It is clarified in MoF letter No. 19030/3/2008-E.IV dated 19 Nov 08 that
Daily Allowance in monetary terms is no longer admissible to Central Govt
employees, hence actual expenditure incurred within the prescribed limits
will be reimbursed as per normal procedure of reimbursement for period of
tour. |

Advance of Traveling Allowance is admissible under provisions of Rule 48
to 51 of Compendium of Advances contained in GFR. This advance may
include elements of Daily Allowance. These orders continue to remain

Note 1 below GoI decision 1 below SR 51 clarifies that for stay in a
Hotel, the govt servant must have stayed in any establishments registered /
licensed as a hotel, by proper authority. This continues to be in

Yes, as clarified in MoF letter No. 19030/3/2008-E.IV dated 19 Nov 08
actual expenditure incurred within the prescribed limit will be reimbursed

Note:- Attention is drawn to MoF Department of
Expenditure OM No. 19030/3/2008-E.IV dated 22/1/09 vide which option of
availing DA at old rates has been given. |

vi) Whether the conditions stipulated in Rule 67(c)(ii) TR
are still operative as govt orders do not specify entitlement for baggage
conveyed by road when places are connected by train. |
The matter has been referred to the Ministry for clarification.
Until then status quo ante VI CPC will be maintained. i.e. stipulation
of restricting claims of personal effects by road between places connected
by rail to rail fare plus 25% will be continued. |
vii) Reimbursement of accommodation charges, food bills
and taxi bills
- Whether slips given by taxi drivers i.e. without proper receipt or
charges claimed without bills are acceptable in audit.
- Whether NAC from the ty duty point is mandatory to admit
accommodation charges for stay.
- In case if officer is detailed on ty duty at two points located at
distances more than 50 kms in the same city, the entitlement of TA, in
case of govt. transport not provided.
- Whether conveyance charges, food bills for local temporary duty are
acceptable as the same forms component of DA in new package of DA.
- Whether 50% of these components are admissible as stipulated in TR
129.
- Whether food bills and ration allowance are concurrently payable or
ration money per day as stipulated in Rule 114(xii) TR is recoverable.

- Cash receipt / cash memo will be mandatory in support of the claims.
- Claims may be regulated in accordance with GoI, MoF Deptt of Exp.
letter F.No. 7(1)/E.Coord/2008 dated 1<sup>st</sup> Oct 08.
- As per Note 4 below TR 114(vi), local journeys beyond 8 kms should
normally be performed in the same way as the service personnel / civilians
perform the journeys to his duty points i.e. by bus, local trains or his
own conveyance, where travel by special means of conveyance like taxi,
scooter, etc. is considered necessary. Prior permission of superior
authority should be obtained. Mileage as per prescribed rates will
be accordingly admitted.
- Conveyance charges, food bills for local ty duty are acceptable.
- Conditions of TR 129 are still in existence.
- Provisions of Rule 114(xii) still in force. Hence food bills
will be reduced by the cost of ration.

viii) Provisions regarding DA for courses at Cat 'A' Estt. not
mentioned in the Govt orders. The halt DA for courses at Cat
'A' Estt. are preferred through consolidated advance requisitions by the
Commandants of the colleges from Course DA section with reference to rate of
DA of the city.
- Whether the claims may be preferred duly mentioning the
accommodation charges, food bills i.e. messing charges charged.
- As per the existing procedure as per V CPC, License Fee bills are
received in r/o officers with govt. single accommodation by Cat 'A' Estts
for adjustments through IRLAs of the officers. As per the new
package of DA as per SPC orders, officers are entitled for reimbursement
of accommodation charges as a part of DA component. Whether recovery
of license fee for stay at accommodation provided by Cat 'A' Estt has to
be stopped and the actual charges as mentioned in the claims to be
reimbursed.
