1. It is observed that the certificates for grant of SCCIA is not being published as per documentation procedure, leading to in ordinate delays in admitting the allowance/ recovery of the allowance. The certificates to be endorsed on the part II orders for grant/re grant of allowance after leave is as follows----
(i) Certified that the conditions laid down in G O I .MOD letter No.37269/CI/AG/PS 3(a) 121/D(Pay/Services) dated 14/01/94 as amended vide MOD Corrigendum dated 14/6/99 have been fulfilled and the officer is eligible to draw SCCIA.
(ii) Certified that the Officer is actually deployed in counter Insurgency Operations and operating away from the permanent location.
Or
Certified that the Officer is actually deployed in Counter Insurgency operations as certified and approved by the Sub Area Commander/Bde Commander/Brig (Adm) of the Corps.
(iii) The name of the unit is included at Sr No ------- of-------- Corps Notification No. ------ dt-------.
2. It may be ensured by the units that the certificates exactly as mentioned herein may be endorsed on the Part II Orders for grant/re grant of SCCIA. In case of any deviation in the certificates, the allowance will not be admitted
3. The Corps Notification No. and date may be mentioned at
certificate (iii) for the period of grant of the allce and not for the earlier quarters.
4. The Part II Order for Annual leave and re- grant of allowance on rejoining from leave may be published only after the Corps Notification for the corresponding period is published, so as to avoid recovery of the allowance from the date of leave to the current date, as re grant of allowance will not be accepted until all the certificates as mentioned at Para 1 ante, including Corps Notification No for the relevant period is correctly quoted in the Part II Order.
5. The name of the Operation i.e OP Rakshak/OP Hifazat/ OP Rhino may be mentioned in the Part II Order as per Documentation Procedure.
